added once per user option to events

A checkbox on any event.

If selected, then when the event happens it only happens the first time a character triggers the event. Any other times that character triggers that event for any reason and the event won't happen.

Ah yes, this was actually something I was going to ask about as I wasn't sure if Once meant just once forever or once per user.

The regular Once means the event deletes itself after it triggers, so it only happens the first time.
