It occurs to me that we'd need all 5 town aligned roles and the mafia-in-waiting to vote to lynch anyone...

If the Mafia aren't willing to vote for their own, and the Mafia-in-Waiting in being cautious, we literally can't lynch anyone. Particularly with a ballot forger...
