Are they safe to remove?

I was going to use CCleaner to get rid of them but I am unsure if deleting them is safe to do.

If your computer has been working great for a good period of time since your last Windows Update, it should be safe to remove them. If your last Windows Update was, say, two days ago, I would hold off.
