Hello Doctor Redack,

You're the Psychiatrist who is here to help the town with their trauma. It seems that the Officer on duty in town has been a bit Insane. You've heard reports from downtown, but the fax sent over to your office had no name on it. So you have no idea who the Officer is... I guess you're going to have to deduce that.
